GAFFA was formally established in 1995.  The overall goal of the GAFFA is to provide care and services to children who have been abused, neglected or traumatized.  It is also our mission to protect children by providing them with a safe, compassionate and stable foster family in an out-of-home care environment.  GAFFA works cooperatively with local social services agencies and other service providers such as child care providers, educators, counseling and medical professionals, law enforcement agencies and foster parents to identify and meet the needs of foster children.

GAFFA also reimburses foster parents depending on the level of their experience for caring for the children placed in their home.
